3Simonwasabright-eyed14-year-oldwhenhewasreferredtoACS.HismotherarecentHaitianimmigrantwasraisinghimonherownandwasoverwhelmedbyhisout-of-controlimpulsivebehaviorandsubstanceabuse.Simonwasalsoskippingschoolandfallingbehindinhisclasses.WithcontinueddeclineinhisbehaviorSimonsmotherledaformalrequestwiththeJuvenileCourtseekinghelpwithherstrugglingchild.AfterhisreferraltoACSSimonscasewasassignedtoLeahaMasterofSocialWorkinternandherclinicalsupervisor.LeahimmediatelybeganreviewingSimonsschoolandmedicalrecordsuncoveringalonghistoryofhospitalizationsout-of-homeplacementsandfailedtreatmentattempts.ShelearnedthatwhenSimonwasatoddlerhisfatherwasincarceratedhisabsencehadleftahugeholeinSimonslife.WhenLeahinterviewedSimonhetalkedabouthavingveryconfusingfeelingsandacknowledgedusingsubstancestorelievestressandanger.FromSimonsmotherLeahwasabletounderstandthatherowntraumaandimmigrationhistoryimpactedherabilitytocareforhersoninthewaysheneeded.Atthesametimeshewasdedicatedtohelpinghimandwasdesperatetodowhateverittooktohelphimremainsafehealthyandhappy.AboveallsheexpressedherverydeepconcernthatSimonshabitofrunningawaywasexposinghimtoverydangerouscircumstances.OverthecourseofACSsinvolvementwithSimonLeahandhersupervisorcametorealizethatSimonsimmediateneedscouldnotbemetwhilehewasstilllivingathome.Becauseofhispaststrugglestoremaininshort-termplacementsACSconcludedthatSimonneededalonger-termresidentialprogramwithanon-siteschool.ThroughthoughtfulandpersistentcollaborationwithTheCommonwealthsDepartmentofChildrenandFamiliesSimonsschooldistricthisProbationOfcerandmotherACSwasabletohelpsecureaplacementforSimonthatwouldprovidehimwiththebestopportunitytoforgemeaningfulconnectionswithothersaccessappropriatetherapeuticservicesandconsistentlyattendschool.AfterhisplacementLeahcontinuedtofollowuptoseehowSimonwasdoing.Shelearnedthatwhilehestillsometimesfeltlikerunningawayhewaslearningnewstrategiestohelphimtalkabouthisfeelingswithstaffmembersratherthanreactingimpulsivelyorinanger.Simonisnowconsistentlyattendingschoolandisengagedintreatment.Simonisnowintherightplaceattherighttimetoworkonmovinginamorepositivedirection.ToprotectconfdentialityACSdoesnotusethenamesphotosoridentiyingeaturesoclients.SimonsStoryRightPlaceRightTime DanCongratulationsYouwereappointedCommissionerinJune.HowsitgoingEdItsbeenreallygood.TheresalottodobuttherearesomanyreallygoodpeopleeagertomoveProbationinapositivedirection.Itsanexcitingtimetobeinthecourts.Inalotofrespectsitsanewday.DanTheJuvenileCourtClinicsareattheintersectionbetweenthelegalandmentalhealthsystems.HaveyoustartedtoseemoreopennesstothetwosystemsworkingtogetherEdDenitely.Youseeitindiscussionsaboutspecialtycourtsdrugcourtsmentalhealthcourts.BothhavearealrolefortheJuvenileCourtClinics.Thepointofemphasisforthecourtsystemhasshiftedfromjustbeinganeffectivevenueforthedeliveryofjusticetoonereallyconcernedwithresults.Probationistheoperationalarmofthecourts.Ideallywewanttheissuestoresolveandcrimeandrecidivismtobereduced.Thatsourwork.DanJuvenileProbationhasbeenapartnerwiththeClinicsworkingwithustohelpkidsandfamiliesmoveinamorepositivedirectionandawayfromfurthercourtinvolvement.EdItsaboutdeliveringtherightservicesattherightpointtopreventdeeperpenetrationintothecourtsystem.Ithinkthereismuchmoreopennesstoconnectingtothehumanserviceagencies.WereallywanttotrulypartnerwiththeBureauofSubstanceAbuseServicesaroundeffectivedrugtreatmentandwiththeDepartmentofMentalHealthforfolkswhopresentwithmentalhealthissues.DanWhileatDYSImsureyousawyourfairshareofkidswhoweretraumatizedorgrowingupinchronicchaosandneglect.EdThekidsthatcametoDYSwerenotinventedthedaybefore.55hadsomepreviousconnectionwithDCF.Thesystemhadtriedtointerveneandapparentlywasnotveryeffective.Ifyouappliedanysortoftraumascaletothekidsthescalewouldntgohighenough.45-50wereinspecialeducation.Theyhadspottyeducationalattendanceandachievement.ThesekidswerestrugglingEdwardJ.DolanwasappointedCommissioneroftheMassachusettsProbationServiceinJune2013.HepreviouslyservedastheCommissioneroftheDepartmentofYouthServices.Dr.DanSanfordisACSClinicalDirector.4ANewDayaNewProbationAnInterviewwithCommissionerDolanDepartmentofYouthServicesDepartmentofChildrenandFamilies DanThosearethekidsACSseesforcourt-orderedpsychologicalevaluations.OurevaluationstellthekidsstoryThisisthechildssituationandthisisthehistory.Thenmoreimportantlyhereswhatwecandothatwillbeinthebestinterestofthechild.Thesekidsaresovarieditsnevergoingtobeonesizetsall.EdOnethingwevelearnedisthatyoucanttakekidsoutofthehomeworkwiththemintenselyfor6-8monthswithouteverinvolvingthefamilyandthenjustre-insertthekidbackintothesamefamilyandcommunity.Thatswhyyourestartingtoseeamoreintegratedapproachtoworkingwiththekidinthecontextoffamilyandcommunity.DanHowwouldyoudescribeJuvenileProbationWhatdoyouseeasitsparticularchallengesHowisitdifferentfromAdultProbationEdItsadifferentperiodonthedevelopmentalcontinuum.Thethingthatismostchallengingaboutkidsisitsaprettydynamicrunfrom12to21.Beingabletobetraineduptoknowwherethiskidisdevelopmentallyisnotalwayseasy.Thechronologicalagedoesntnecessarilyhavealottodowithit.Theresalsoagreaterlevelofcomplexity.WithanadultclientIdonthavetodealwiththecomplexityoftheirparentsortheirschool.AtProbationweveippedfromanegativeviewtoapositiveviewofkids.Wewanttolookforandcelebratesuccessachievementanddevelopment.Thatswitchinperspectivepermeatesthesystemandharnessespeopleintodoingthingsforthereasontheygotintothebusinessintherstplacethatcommitmenttoworkingwithkidsandndingcreativesolutions.DanItsaboutshiftingexpectations.EdAndkidssensethat.Theexpectationsofwhothosekidsareandtheexpectationsforthembecomemuchmoreoptimistic.DanItisachangeinmindset.Forexamplewetrytowritestrength-basedreportsbutitcanbedifcultwhenyourefacedwithsomuchnegativity.Itssometimeshardtomakethatshiftovertothepositivesideofthingsbutwhenyoudoyoudenitelyseethatitbecomesadifferentandmoreusefulreport.EdThenewChildRequiringAssistancelawisanexpressionofthatshiftinperspective.Weneedtogureoutabetterwaybyidentifyingthemissingoperationalpiecestoactuallymakethatnegativetopositiveshifthappensokidsarekeptsafedontrunawayandarenotunnecessarilycriminalized.Oftenyouneed4or5differentalternativestowrap-aroundakidtokeepthesekidssafe.Beingabletousethepiecesofthesysteminameasuredwayisextremelyimportant.Weneedtoalignourselveswithyouascourtclinicianstheprovidercommunityandtheadvocatecommunityandharnessthattodothework.Imalwaystellingpeoplethatitsanewday.ItsanewProbation.5Itsaboutdeliveringtherightservicesattherightpointtopreventdeeperpenetrationintothecourtsystem. 11Jessiewas13andlivingwithhergrandmotherwhenshewasrstreferredtoACS.HergrandmotherhadaskedtheJuvenileCourtforassistanceasJessiewasusingdrugssneakingoutofthehouseatnightskippingschoolandbeingcombativeathome.JessiesgrandmotherhadtriedtohelpJessieonherownbyseekingouttherapybutJessieconsistentlymissedappointmentsorrefusedtogo.ACSevaluatedJessieanddiscov-eredthatshecamefromafamilywithagenerallackofstabilityandalonghistoryofmultigenerationaltraumaincludinghermotherbeingsexuallyassaultedbyafamilymember.JanicetheACScliniciandiscoveredtheseunderlyingissuesandmaderecom-mendationsforservicesinthecom-munity.DespitethisJessiesbehaviorcontinuedtodecline.Byhernextcourtdateshehadpickedupachargeofassaultandbatteryrelatedtoaghtwithsomegirlsinherneighborhood.AfterthisincidentJessiesprobationofcerthoughtACSsgrouptreatmentwouldbebenecial.ThejudgeorderedattendanceintheYoungWomensGroupasaconditionofherprobation.JessiecameandmetwithJaniceagainthistimeinpreparationforstartingtheYoungWomensGroup.Shewasveryhesitant.Shewaswaryoftherapyeversinceaschoolcounselorhadreportedherstatementsaboutbeingsexuallyabusedbyafamilyfriend.WhileJessieunderstoodthathercounselorhadtoreporttheabuseshefeltbetrayedandlosttrustintherapists.ThoughJessiehadagreedtoattendtheYoungWomensGroupshedidntfollowthrough.Sheneverattendedasinglesession.Wantingtogiveheranotherchanceherprobationofcerreferredhertothegroupforasecondtime.AgainJessiepromisedJanicethatshewouldattendbutagainshefailedtoappear.FinallyafterthethirdreferralJessiebynow15nallysignedonandattendedthegroup.OverthecourseoftheYoungWomensGroupJessiewasinvolvedinanaltercationwithanotherstudentatschool.Thoughshewassuspendedforanumberofweeksshestillattendedthegroup.Duringonesessionshetalkedaboutbeingdisappointedinherselfovertheincidentandreceivedsupportfromtheothergroupmembers.Theyhelpedherrealizethatshecouldovercomethissetback.AsthegroupprogressedJessiebecamealeadershevolunteeredherownexperiencesandofferedsupportandadvicetoherpeers.AtthelastmeetingJessieinformedthegroupthatshethoughtshemightliketobecomeasocialworkersomedayThepositiveexperienceshehadintheYoungWomensGrouphelpedJessiegetbackontrack.Herschoolattendancebecamemoreconsistentherrelationshipwithhergrandmotherimprovedandshefoundhealthyoutletsforherangerandfrustrations.Jessiebegantoseeafutureforherselfshewasdeterminedtocontinuemakingthebestchoicesshecouldtomakethatfutureareality.IttakestimeandpatiencetowinthetrustandrespectofmanyofthekidsthatACSsees.Ourclinicianshavelearnedthatmostoftenperseverancewinsthebestrewards.JessieThirdTimesaCharm
